Longgang, Zhejiang Province, which has just been built through the withdrawal of towns, is a particularly interesting sample of urbanization. This place was originally a barren beach with less than 7,000 people. When the town was built in 84, there was nothing to do, so two policies were needed: one was to pay for the city’s household registration, the other was to pay for the land and the house.
The so-called urban household registration purchased with money does not include the main welfare at that time: "rations" and "work". Farmers have to find their own way to live after entering the city. Building houses is also rated according to grade. However, this policy still exploded the pot. Within 10 days after the release of the news, more than 2700 households applied to build houses in Longgang, because there are too many people, Longgang. At one time, the counter of the Hong Kong Credit Cooperative was crowded out. Some people could not line up and the receipt was not seen. First, they put bundles of money into the counter.
Starting with these money and people, within three years, Longgang will be crowded with high-rise buildings, factories and enterprises, and become a more prosperous "city" than some county-level cities.
But it looks like a "city" again. It’s still a "town". Around 2000, Longgang has a population of more than 200,000, but it is trapped in the town’s administrative structure. There are only 16 traffic policemen in the town. With the exception of civilian posts, fewer than 10 people can command traffic on the street. The town government has no way to negotiate with the county. The town has organized a co-management team of 200 or 300 people, but the command power still has to be given to the county traffic policemen. Squadron.
Longgang Town was aware of this problem in the 1990s, and constantly demanded "expansion of power", but it was always recovered soon after the expansion. In 1996, with the opportunity of comprehensive reform of small towns, Longgang Town set up a town-level treasury, but in 2000, the town-level Treasury ceased to operate; in 2009, it was listed as a pilot project of power expansion of strong towns in Wenzhou, and applied for 88 powers upwards, but eventually decentralized 49 powers, of which only 2 were applied for by key interest departments such as finance, housing, transportation and so on.
Without administrative status, the "right" to come can not take root, so it is still necessary to "build a city". In 1994, on the 10th anniversary of the founding of Longgang Town, the government of Longgang Town held a special exhibition of people’s demeanor in Beijing. Two years later, the first mayor of Longgang Town, with some retired cadres, established the "Longgang City Building Promotion Association" with the support of some local enterprises.
But building a city is harder than gaining power. Long Gang City Construction Promotion Association was established not long ago. It was dissolved under the intervention of Wenzhou City. The feedback from the province is that the construction of the city should come to fruition. In the past 20 years, every new policy of small town construction has been "pilot" in Longgang, which means that it is too late to correct.
Why is it difficult? China News Weekly has summed up several problems in the construction of Longgang City:
For Cangnan County, Longgang Town is the leading local economy. Once Longgang goes out independently, half of the county-level economy will disappear, so there are opinions in the county first.
For the province, when Longgang is built independently, there will be more economically developed towns like Longgang demanding to break away from the original counties and cities. Without these developed towns, some counties and cities will immediately fall into "underdeveloped counties", which is inconsistent with the requirements of poverty alleviation in the province.
For the central government, the problem is more realistic. The withdrawal of towns and cities means an increase in the number of people who eat imperial grain and the expansion of administrative agencies. This is also a sensitive issue.
After the withdrawal of Longgang and the establishment of the city, the 21st Century Economic Report commented in a report that it was a miracle and a model for Longgang to change from a village to a town and then to a city.
In other words, the transformation of Longgang from a village to a small town is a model, not a miracle, but a miracle of a city.
