Bill Gates himself is still a "rational optimist" who talks about data. A table of years of education and child mortality (both of which are strongly positively correlated and mutually influential) shows that since the 21st century, the vast majority of people, whether in the world or in low- and middle-income areas, have made progress (green dots).
The point he uses Ethiopia as an example is that inexpensive and viable solutions exist, such as rural hospitals with basic trainers (many of them local women), which can solve most of the everyday problems. And it’s not just the improvement of the average level, but also the narrowing of the gap. Many similar experiences can be transplanted.
